Twitter Ads Agency or Agency Ad Account? Who Does What on X

The Adtucon toucan pointing

If nobody on your team can run X campaigns, you need an X ads agency. If someone can, and what's stopping you is the account or how you pay for it, an agency ad account is the closer fit.

The same words get used for both, which is why a search for a Twitter ads agency can land on a page like this one. If a seller offers both in one contract, ask which half you're paying for.

We're on the account side. We don't write or run X campaigns, so if a managed service is what you want, use the questions further down to pick one.

We read X's developer documentation and partner pages on 4 November 2026. For rules that live in X's help center we link our X account guide, which read them on 1 November.

Key takeaways
  1. X's own records say whether an ads account is owned by the advertiser or by an agency, and who gets the bill. Ask a seller which of the two you're buying.
  2. Whoever you hire, give the agency a role on your ads account, plus post permission if it writes for you. It never needs your password.
  3. The partner directory X publishes lists data companies. The agency certification we found is X's programme in Japan.
  4. Gambling, finance and crypto on X need X's prior authorization in the country you target, whichever way you buy.

What X writes down when an agency is involved

X's Ads API reference lists the fields behind each ads account, and a few of them settle who owns what.

In X's recordsWhat X saysWhat to ask
Business relationshipWhether the account is owned by the advertiser or by the agencyWhich one yours will be
Bill toThe entity that is billed, advertiser or agencyWho X invoices. It's a separate field from ownership
Funding instrumentThe types listed are agency credit line, credit card, credit line, insertion order and partner managedWhose credit the campaigns run on
Account permissionFive levels, from Account administrator down to Organic analyst, the same as on ads.x.comWhich role the agency gets
Promotable usersThe handles an ads account can promote, with a full type or a narrower oneWhich handle the ads go out under

Read together, they describe two set-ups. In the first, you own the ads account and give the agency a role in it. In the second, the agency owns the ads account, X records your company details on it as the client, and the bill can go to either side.

A management agency can work either way. An agency ad account works like the second set-up, since the account sits in the provider's business and runs on the provider's billing.

Which one do you need?

Start from who opens X Ads on Monday morning.

  • Nobody on your team runs X. Hire the agency. An account won't write posts that work on X. X's Japanese site says it plainly, ads there are bought self-serve or through a certified agency.
  • You have a buyer, and the card or the billing is the problem. That's the account side. Your buyer keeps the campaigns, and the provider handles the money and the account.
  • You sell gambling, finance or crypto. Neither one removes X's prior authorization, and the country decides whether your product can run at all. Settle that first, with whoever you hire.
  • You're small, the card works and the product is ordinary. Self-serve may be all you need for a first test.

On X the handle matters more than the agency

On X an ad is a post from a handle. X ties each ads account to its funding sources and to the handles it's allowed to promote. The handle behind the account can be promoted in full. Promoting someone else's posts takes their permission and a request to X, which adds them with a narrower type.

That shapes how you hire help. An agency working in your ads account needs a role, and if it writes promoted-only posts for you it also needs X's post composer permission, which X gives only to Account administrators, Ad managers and Creative managers. Give the agency a role, never your password. X tells developers on its own API that they should never ask advertisers to share login credentials.

The handle is also what X checks before any of this. Verification, public posts and a working bio link are covered in our X account guide, and none of them change with the agency you pick.

Badges you'll see on agency sites

If an agency's site shows an X badge, it helps to know which programme it comes from. These are the ones we could trace on 4 November 2026.

  • X's partner programme. It's invitation-only, and X reviews its partners periodically. The directory it publishes is for data partners, with services such as market insights, brand monitoring and customer service, and the companies in it are data and social media tools.
  • Agency certification in Japan. X Japan certifies agencies that meet its criteria and names the strongest Gold, Silver, Bronze or Advanced Partner. Certified agencies there buy on an agency credit line, which X reviews before issuing.
  • X Ads Academy. X's own course. Finish it and pass the exam, and you get a badge, which shows someone studied X Ads.

If an agency outside Japan shows an X badge, ask which programme it comes from and where X lists it.

What to ask an X ads agency

AskWhat a clear answer sounds like
Whose ads account will the campaigns run in?Yours with a role for the agency, or theirs with your company recorded as the client. Either can work, as long as they say which
Which role do you need?Ad manager to run campaigns, post permission if they write promoted-only posts, Account administrator only if they'll manage users
Who does X bill? One name, theirs or yours. If they mention an agency credit line, that's their credit with X
Have you run my vertical in my country?A country named, and the prior authorization planned before launch if your category needs it
What do I keep if we stop?If the account is yours, they lose the role. If it's theirs, agree now how your data comes out

A vague answer to the first question is the one to worry about.

What we do on X, and what we don't

Our part is the account. Your own buyer, in-house or freelance, runs the ads in X Ads.

We start with your country and your vertical, and check both before any money moves. On our side, gambling, healthcare, finance and alcohol sit in the Regulated band on X, crypto in Complex, and the usual list from ecommerce to B2B in Standard. The band sets our price. X's permission is still X's to give.

Top ups go through your manager until X joins the Adtucon Platform in early 2027, and you see where your balance went. You get a delivery date in chat, and the fee there too, since it depends on your vertical and your volume.

Frequently asked questions

Can I take an agency's access away later?

Yes, if the ads account is yours. On X the Account administrator can add or remove users, so keep that role on your side and give the agency Ad manager.

What is an agency credit line on X?

An agency's own line of credit with X, used to pay for its clients' campaigns instead of a card. In Japan X issues one only after reviewing the agency, and it can say no.

Can I keep my agency and get the account from Adtucon?

Tell us in chat who runs your campaigns and in which countries. We'll explain how their access would work on your X account before you pay anything.
